SUMMARY:

The implementation of the State Culture System and its components even with the potential to make RN's cultural policy integrate and articulate all other existing actions suffers from discontinuities and absences, as it was presented in three PPAs (2012, 2016, 2020 ) without consolidating its implementation. Thus, this research aims to analyze how state and non-state actors act to implement cultural policies in the state of Rio Grande do Norte in the absence of SEC guidelines. The problematic assumes Lowi's assumption (apud OLIVEIRA; CANUTO, 2019) that "policies determine politics", ie public policy - its implementation and problems - is capable of determining institutional choices and political play. This implementation dynamic assumes that ideas influence the process as they build the priority guidelines that determine implementation actions. As indicated by Lascoumes and Le Galès (2012a), the implementation of a public policy, considered as public action, occurs in the discretion of the actors as they appropriate what is placed in the content of public policy. From this perspective, the model of the public policy pentagon established by Lascoumes and Le Galès (2012a), configured in related dimensions - actors, processes, representations, institutions and results applies to the objectives of the Thesis. The interdependence of these categories is determined by the representations. Public policies and public organizations endowed with political and technical processes are assumed ontologically. Object delimitation - implementation of cultural policies - recognizes its democratic character suggested by Denhardt and Catlaw (2017) and DeLeon and DeLeon (2002) and contextual. The theoretical delimitation realized assumes that public policies as the state in action in order to regulate social challenges - not necessarily solve them - are based on neoinstitutionalism. The reality is presented in the arrangements proposed by public policies, while the actors, even though they have defined roles, operate with spaces of discretion in the execution of public policy. Epistemological dilemma present in the object of study that is the influence of state and non-state actors on cultural policies in the absence of a priority directive, because there is a built institutionality that delimits actions, but that in the face of this political vacuum - in the sense of policy - it is possible that the performance of cultural policies be interpreted and proposed mainly by the beliefs of state and non-state actors. This picture suggests an interpretive stance in research, because it postulates that reality is a product of subjectivity and intersubjectivity (MORGAN, 2005). This thesis, therefore, assumes a qualitative character, as it is a research approach that serves to explore and understand the meaning that individuals or groups attribute to a social problem (CRESSWELL, 2010). Ethnomethodology is adopted, because it is concerned with verifying reality from the interpretation and reinterpretation of actors about the facts lived daily (BISPO; GODOY, 2012). The research subjects are state and non-state actors involved in the implementation of cultural policies in the state of Rio Grande do Norte.
