SUMMARY:

Faced with the challenge of supplying public markets with quantity and quality healthy food, appropriate to the eating habits of each region and that can guarantee food and nutritional security, this thesis addresses food supply strategies through the systematization of results of the Food Acquisition Program. in the specific context of the Institutional Purchase modality (PAA-CI) in order to list advances and challenges to its implementation. To fulfill this objective, it is specifically intended to: elaborate a logical model for orientation and understanding of the PAA-CI and propose indicators to evaluate its performance; Identify through systematic literature review gaps in research trends and point out future studies; Indicate results, challenges and demands of the technical assistance and rural extension (Ater) service provision based on the systematization of public calls from Brazilian federal universities under the Food Acquisition Program (PAA) through the evaluation of performance factors. identified in the logical model; Identify barriers faced by managers in the adoption and operationalization of PAA-CI in Brazilian federal universities, as well as pointing motivating factors for adoption of the Program and elaborate a questionnaire to evaluate the Program's performance nationwide. This study is expected to offer theoretical and empirical contributions to the Public Administration, with a special focus on family food purchase policies, by designing and developing an evaluative model through the investigation of PAA-CI adoption conditioning factors. Brazilian federal universities, which may presumably be used as a basis for the management of PAA-CI, other modalities of the Program, and other public procurement policies for family farming. For the construction of the logical model, the first specific objective was based on the methodology of the Institute of Applied Economic Research (IPEA); To systematize the state of the art of the PAA, according to specific objective, we used a systematic literature review through the PRISMA protocol and supported by IRAMUTEQ software in the analysis of abstracts. To systematize the results, challenges and demands of the provision of technical assistance and rural extension (Ater) services in PAA-CI, the third specific objective, we used document analysis and exploratory data analysis (AED). Finally, the field study provides for semi-structured interviews with PAA-CI public managers at two universities in the states of Minas Gerais and Rio Grande do Norte, supported by AtlasTI software in the analysis of the interviews.
