SUMMARY:

High school is one of the main challenges in terms of public policy in Brazil, especially due the poor performance of state schools in Índice de Desenvolvimento da Educação Básica assessments. Although obtained in 2017 for high school was considered frustrating, it is necessary to remember that the Pernambuco state has a history of above average performance in high school. A Pernambuco action to improve high school was to implement integral education. This educational model is a social innovation because it has contributed to the generation of changes in social relations through training and articulation of students, as a way to remove them from a disadvantaged condition and give them autonomy na d opportunities. In addiction, integral education was Instituded by Anísio Spínola Teixeira, a northeastern visionary, revolutionary, uncomfortable with the social and intelectual inequalities of his time. Thus, integral education is a social innovation that started from society, because Anísio was a educator, a citizen who saw in education a means of social transformation, based on critical capacity and emancipation as human being. The implementation process of social innovation, envisioned in integral education, still is seen as a “black box”, because it has variables  the require greater clariification and understanding. Understanding the barriers and drivers in implementing a social innovation contributes to explain why some implementation experiences fail and others are successful. Recent scientific research has found that social innovation is little explored in public management and there are gaps in the international theoretical corpus abaut social innovation. There is little or no dialogue in the literature on social innovation and the fields of sociology or political science, therefore the political dimension of social innovation needs to be explored. Thus, the research question of the present study is: how the political barriers and inductors present in the integral education implementation influence the results that are intended for this education model in Pernambuco? In order to answer this question, the overall objective is: to analyze the influence of policial barriers and inductors in the implementation of integral education in Pernambuco. Aiming operationalize the present study, an exploratory and descriptive research was conducted, applied through bibliographic, documentary and field research. As analytical lens was used the pentagon of public policies and the analytical categories are actors, representations, institutions, process and results. The data obtained were analyzed through contente analysis.
