RESUMO:

The main thesis' objective is to reflect on the assessment of primary health care from the implementation of the National Program for Improving Quality and Access in the Primary Care in order to systematize advances and challenges. The PRISMA protocol was used in the chapter with the systematic literature review. Data collection was performed from articles available in the indexed databases of “Periódicos Capes” and the thematic categorical analysis was performed with the support of Atlas Ti software. In the chapter with logical analysis, the model proposed by Mclaughlin and Jordan (2004) was adopted and Cassiolato and Gueresi (2010). The bibliographical, documentary analysis and interviews were used in the construction of the logical model. In addition, in the chapter on social control and performance, data were collected in semistructured interviews with members of the Participatory Health Councils and health managers, bibliographic research and documentary research. The PMAQ is an unprecedented initiative in Brazilian public health considering the amount of funds transferred to the municipalities, the number of interviewers and the volume of data collected about primary health care teams. The database is publicly and can be considered as a relevant source of data for researchers. The New Public Management, as well as the experience of the UK pay-per-performance program that influenced the model adopted in Brazil. The data collected about user satisfaction regarding public health have a high potential to assist municipal health councils in their role of quality control, which occurs in the three large municipalities of Rio Grande do Norte. It is concluded that there are gaps regarding the formulation, implementation and evaluation phases of the PMAQ. Finally, it is recommended that the international context of performance pay programs should be considered in research and that comparative public policy studies be conducted.
