Project management in public administration: a study on the implementation of the electronic process in UFRN and IFRN

The adoption of project management is a strategic and essential need for the public sector in the quest for efficiency and distancing from the stigma of excessive bureaucratization, delays or noncompliance with deliveries, and waste of public money. In view of this reality, the present work proposes to analyze the role of project management in the fulfillment of legal issues in public educational institutions to carry out administrative demands. The research is characterized as descriptive with a qualitative approach, based on a multiple case study involving the implementation of the electronic process in two federal educational institutions of Rio Grande do Norte state. The data collection instruments consist of normative documents regarding the implementation of the innovation and the accomplishment of semi-structured interviews with managers who were in charge of the implementation of the projects in their respective units. The analysis of the data will be based on the observation of the electronic process modules of the two institutions, in order to verify compliance with the parameters of the legal norms of the electronic protocol of the federal public administration, as well as the content analysis of the material obtained through of the interviews focused on the areas of knowledge in project management arranged in the PMBOK (PMI, 2017). The study intends to achieve results that confirm the compliance of the legal issues inherent to the electronic process by both institutions, as well as to identify advantages in the adoption of project management in such demands and, finally, that they present similarities / differences implementation of the two projects.
