The quality of Brazilian education has been almost the same since the 2000s. This stagnation increases the gap between Brazil and the developed countries, and even other Latin American countries. The first part of the thesis consists in diagnosing the efficiency level of Brazilian elementary education through a dynamic model, taking into account the differences of student’s socioeconomic levels. This dynamic model is possible by the inclusion of an infrastructure index as carry-over variable between the periods. The results are based on three model specifications that differ in the treatment of the socioeconomic variable. The efficiency distributions of these models are not statistically the same, but the general conclusions are convergent. They show almost no evolution in school efficiency between 2007 and 2015, but indicate a possible improvement in efficiency by investing in school infrastructure. The second part of the thesis evaluates the Programa Mais Educação (PME) created by the Federal Government with the intention of to improve primary education. This policy seeks to implement the full-time school with at least seven hours a day, through extra socio-educational activities. This thesis project aims to quantify the impact of the program on the average academic performance in Portuguese and Mathematics and on the violence rate of the beneficiary schools. For this purpose, we propose the use of the augmented inverse probability weighting method, which establishes an adequate control group to compare with the group of schools participating in the program, since the program is mainly aimed at the most vulnerable schools. Next, it is suggested the estimation of the impact of the program’s performance between 2007 and 2017 through the differences-in-differences method. Finally, an evaluation of the effect of the Programa Mais Educação, and other variables of school management, on the efficiency of schools over time is carried out.
