MULTICRITERIA DECISION MODEL FOR CLASSIFICATION OF PROJECT COMPLEXITY IN THE BRAZILIAN PUBLIC SECTOR

In recent years, the search for new management methods has generated a growth in the importance of Project Management within the organizational environment (Kerzner, 2014). In contrast, traditional methods and techniques of Project Management have shown inability to cope with the growth of project complexity due to its prescriptive character. The research aims to propose a model of measurement of the complexity of projects that can help public managers to classify projects in terms of their complexity. From the methodological point of view, it uses qualitative and quantitative approaches. In a first step, the systematic review of the literature identified factors of complexity and evaluated the influence of each factor through a survey collected with 16 experts from the project area with experience in the Brazilian public sector. A set of 20 factors were validated and transformed into model criteria. The proposed model is based on a Multicriteria Decision Support approach using the ELECTRE TRI Method.
