Currently, information and communication technologies are increasingly being used in processes that aim to increase the quality of delivery of the products and services offered by the State to society, and which demand greater public participation in public management practices. Public organizations have invested in access to information as a differential in decision-making in various instances, stimulating the culture of citizen participation and promoting transparency. Transparency favors citizens' access to information and data relating to government public actions, thus making it possible to exercise ever more broadly the social control and practices of democracy. Among the initiatives undertaken by the public administration in several countries and in Brazil, in the context described, are Open Government Data (OGD), a movement that aims to open the data produced by governments, support civic participation, implement the highest standards of and increase access to new technologies for the purpose of opening and reporting. In 2016, the Brazilian government, through Presidential Decree No. 8.777, established the Open Data Policy of the Federal Executive Branch (PDAPEF), which establishes rules for the provision of data within the Federal Executive Branch and aims to encourage the availability of open data, impacting on improving public management and strengthening social control. Within PDAPEF, each agency or entity of the Federal Public Administration, direct, autarchic or foundational, must create an Open Data Plan (PDA), in order to operationalize the provisions of public policy. Federal Institutions of Higher Education (IFES) are included in the universe of these institutions, and the IFES of Rio Grande do Norte - IFRN, UFRN and UFERSA - have formalized and current PDAs, and present at least 80% of their databases open. Therefore, implementing a public policy means going back to achieving the policy objective after the formulation phase. It comprises all the set of decisions and actions carried out between the launching of a governmental policy and the perception of its results. In order to carry out the implementation, the public administration uses its management capabilities, which in the scope of this research, are divided between technical-administrative and political-relational capacities. Thus, the general objective of this research is to understand how the management capacities in each IFES of the RN influence the process of implementation of the PDAs. For this, a research of qualitative nature will be developed, of descriptive and explanatory type, through the study approach of multiple instrumental case. Data collection includes documentary research, as well as semi-structured interviews and direct observation. Subjects will be defined by means of intentional sampling by criterion and based on theory. And the analysis of the data foresees the content analysis, through the organization of the data, detailed description, textual codification, formation of categories and themes, until the interpretation and representation of the findings, observing the systematic development of each of the stages.
