In Brazil, some of the critical problems of the sanitation sector are the historic deficit of water and sewage services and an incipient operation of regulatory authorities. This thesis aims to analyze the impact of regulation on the efficiency of water and sewerage companies in Brazil. To this end, a model was configured to a to assess the efficiency of Brazilian water and sewage service providers with a dynamic network performance measurement approach, capable of separate the investment efficiency form the operational one, emphasizing the capital role. We ran a Dynamic and Network Data Envelopment Analysis-DNDEA model for 155 water and sewerage companies in the period 2006-2014. The network was conceptualized as comprised of three divisions, two expansion ones: 1) Expansion/Improvement of Water System and 2) Expansion/Improvement of Sewerage System; and an operation one: 3) Operation/Maintenance of Water and Sewerage Systems. Expert experiences and managerial opinions were considered to determine the weights to reflect the importance of each division in the network system. In a second stage, we will explain these efficiencies by the regulatory incentives presence through a panel data model. The presence of incentives in rules issued by regulators will be verified through a quantitative content analysis, with the support of QSR NVivo 11.
