RESUMO:
This work tries to understand how the interorganizational relations of the schools of government of the Rio Grande do Norte in the national network contribute to the actions of professional formation of the public servants of the state, under the approach of the theory of networks and the institutional theory. It was assumed that the interorganizational relations developed between the schools of government, through participation in the national network, have contributed to the development of the training actions of the servers. However, it is assumed that this contribution may vary depending on the relationships established by each school, and its specific features. In such a way that the participation of the network does not constitute itself as a guarantee for the development of the actions of the schools. In order to validate this assumption, the following steps were adopted: to characterize the interorganizational network of the Government Schools of Rio Grande do Norte, at the state and municipal levels; Describe the professional training actions carried out by the government schools; And to identify the influences of interorganizational relations for the implementation of vocational training actions. Using Social Network Analysis as an analytical-conceptual reference, as well as Institutional Theory, more precisely of Legitimacy and Isomorphism (mimetic, coercive and normative). The focus of the study focused on the interorganizational relations of the schools of government of Rio Grande do Norte that are part of the national network of the National School of Public Administration (ENAP). According to the objectives of this thesis, this study is classified as descriptive-explanatory, using the case study, based on the interpretative paradigm. The approach was of the longitudinal type with cross-sections, since the collection occurred at a given moment, but data were collected from the period from 2010 to 2015. A questionnaire was used to assemble the network graphs and a semi-interview script - structured, as well as a check-list, as far as the method of analysis was used the descriptive analysis, documentary and Social Networks. Relationships were represented in graphs (ie network design), built with the help of Pajek and Ucinet, where it opportunized to analyze some indicators, such as: interactions, density, degree, minimum distance and centralities that were interpreted in the light of Network Theory. Another step was the description of the vocational training actions carried out by the government schools based on the checklist. Finally, the thesis aimed to identify the influences of interorganizational relations for the implementation of vocational training actions, which was the confrontation between the first and second stage from the networks perspective, using a descriptive analysis, As well as, from Neo-institutionalism (isomorphism and legitimacy) in order to investigate how the schools of government structure and organize at the organizational level and at the network level to provide professional training actions, using the descriptive analysis, verifying The interorganizational partnerships established for the development of the training actions carried out.
