This work has as main objective to understand the factors that hinder the implementation of people management by competence in the Universidade Federal do Rio Grande do Norte – UFRN. This study occurs in UFRN to evaluate the work methods used by UFRN in the implementation process of the people management program for skills and to indicate the real reasons that the UFRN has not implemented the management of people skills, at the institutional level. The methodology used was a case study, exploratory, descriptive and qualitative. The data will be obtained through semi-structured interviews. The objective is to present an analysis of data reliably to reality. At the same time, the study will emphasize that the People Management Competency promotes the organization and placement of people, causing a continuous process of exchange of skills, so that the organization transfers to individuals their assets, enabling those facing circumstances and unpublished professionals, within or extrinsically to the company. After analysis, it is possible to infer that to be an effective manager, it is necessary to have competence in information, which is acquired through professional qualification.
