This research aims to understand the effectiveness of managerial management Ebserh face traditional bureaucratic management in place before the advent of this company. We want to know how the federal university hospitals were affected by institutional changes brought about by the advent of Ebserh. To understand these issues, it is necessary to seek to understand the institutional dimension of federal university hospital, which was change object with the creation of Ebserh, a fact that leads to the institutionalism of view, rejecting a static analysis of the institutions. The reflection made from the information obtained in the current legislation has led to the understanding that the explanatory theoretical framework of its advent is linked to the contemporary state reform process which led to the advent of managerial public administration and that, in turn, is related New Public Management (NPM). This is a qualitative research, divided into three stages: the exploratory stage, fieldwork, analysis and treatment of empirical material and documentary. As a method of procedure, we chose to make a single case study, with the foundation of choice the fact that it will be possible in a single case study to deepen the analysis to give more meaning to the results.
