Digital healthis a termthatencompassesthe use ofInformationand Communication Technology tools tosupportandpromoteremoteclinicalhealthcare, patientand professional education, publichealthandhealthcareadministration. Withtheadventofthe COVID-19 pandemic, measurestorestrict face-to-face activitiesand social isolationwereimposedtotryto resolve thedisorderly spread ofthepandemic. Giventhiscontext, digital healthhasgainedexponentialadvancement, findingitselfanexcellentalternative for maintainingservices, improvingpractices, planningandcontinuity for healthcare, including in Primary Health Care. Giventheneedtoevaluatethispracticeandthescarcityofanevaluationinstrumentfocusedonthebrazilian reality, thisstudyproposesthedevelopmentandvalidationoftheinstrument “Quali APS Digital – Brazil” for theevaluationof digital health in Brazilian PHC, as well as application in hub citiesofthehealthregionsof Rio Grande do Norte (RN) tomapthe use of digital health. Thisthesisprojectenvisagesthe carrying out oftwostudies: thefirstischaracterized as a methodologicalstudyofdevelopmentandvalidationof a tool andmethod (“QualiAPS Digital – Brazil”), whilethesecondwillconsistof a Survey, anobservationalstudy, descriptive, quantitative in nature. The validationstudywascarried out betweenJanuary 2022 andJune 2023, dividedintothreephases: instrumentdevelopment, validityanalysisandpilotstudy.Thedevelopingtheinstrumentwasbased in PHC assessment modelreasonedinliterature review; for validityanalysis, the Delphi techniquewasusedassociatedwiththe nominal groupandevidencefromliteraturereferences. In thepilotstudy, audio-recorded interviews werecarried out withstrategicprimarycareactors. It resulted in theindicatormatrix “QualiAPS digital – Brazil” composedof 37 indicators, distributedintothreecomponents (Structure, Processes andResults) andtheirrespectivedimensions (Resources; Technical, OrganizationalandRelational; and Short andMediumTermResults). Therefore, evaluation scripts andindicationofcollectiontechniquesqualitative data weredevelopedtoevaluate digital health in brazilian PHC.It consistsofarticle 1, whichissubmitted for publication in thejournal “Frontiers in Public Health”. The surveyisscheduled for theyear 2024, in a virtual environment, having ascontextthe Family Health Strategyofthe hub citiesofthe 8 healthregionsof RN. The studypopulationwillbemadeupof medical and nurses professionalsfromtheaforementionedteamsandthesamplingwillbe non-probabilisticand for convenience. Yourresultswillbeanalyzedusingdescriptivestatistics. Regardingethicalaspects, theprojectisapprovedby CEP/HUOL through CAAE 48655521.9.0000.5292 andopinionnumber 4.859.682. Withtheresults, it isexpectedtoclarifythe use of digital health in RN, identifyingthestrategies (ICTs) and digital healthcareactionsused, the professional categoriesinvolvedandprovokingreflectionsonthestrategiesusedand impasses for theimplementationof digital health in care in PHC. As for the “QualiAPS digital – Brazil” instrument, it isvalidated in termsofcontentandcanbeappliedwithadaptationsto similar contexts for evaluationanddecision-making by managers andhealthprofessionals, with a viewtotransformingpractices in digital health.
