SUMMARY:

In Brazil, health promotion actions emerged with the purpose of qualifying the SUS in the midst of debates in the field of public health, on the relationship between democracy, social inequalities, human development and health. In this way, the present work aimed to promote reflection in the ESF teams on the implementation of Health Promotion actions and strategies, during the confrontation of the Covid-19 pandemic in the municipality of Pombal/PB. The study was configured as an action-research, supported by a qualitative approach and a descriptive perspective. For data analysis, we used the technique of content analysis. It was possible to categorize the information obtained in the focus group and in the meeting minutes, initially identifying 26 categories that were then grouped according to the number of times it appeared in the text, resulting in 07 categories, which were considered registration units. The prevalence of the registration units “health promotion”, “health/disease process”, “multidisciplinary health team” and “disease prevention”, denote that health professionals working in PHC have an approximation with these concepts. The SWOT/FOFA Diagnostic Matrix was applied to the focus group participants so that they could reflect on and identify conditions and factors that had a positive or negative impact on coping with the Covid-19 pandemic in the municipality. With regard to the documentary record of the Minutes, there was little information and no detailed description of actions, mainly on strategies for coping with the pandemic. The data obtained from the questionnaires showed that the principles of equity and comprehensiveness (75% - strongly agree) were the most contemplated in health promotion interventions, followed by intersectoriality and territoriality. Already in lesser agreement, for 50% of the respondents, the principles of social participation, autonomy, empowerment, intrasectoriality and sustainability emerge. In the final systematization workshop, there was unanimous agreement on the information collected, where the records made at each moment of the research portray the reality experienced by the teams during the pandemic. From the collected data and based on the Health Promotion Competencies (CompHP), we built a reference framework of health promotion actions that can guide the work processes of the FHS teams, including in a pandemic context. In this way, the present research led PHC health professionals in Pombal/PB to re-signify their practices in health services since the appearance of the first cases of Covid-19. Despite the data showing that several disease prevention and health promotion actions were carried out, we identified weaknesses with regard to the management of these actions. However, this new post-pandemic moment could be the fertile field in which, finally, the seed of health promotion could germinate and bring changes to people's lives and health services in our country.
