RESUMO:

OBJECTIVE - The reorganization of Brazilian health care, from the late 1980s with the creation of the Unified Health System, had as its main strategy the expansion of primary health care, with the expansion of coverage of Family Health teams and the demand for better quality results begins the movement of institutionalization of monitoring and evaluation in primary care. In this sense, the study aims to analyze evidence of content validity of an instrument built to assess the usefulness of the “Self-Assessment for Improving Access and Quality of Primary Care”, one of the components of the “Program for Improving Access and Quality of Care”. Ministry of Health. METHODS - This is a content validation study, with a quantitative approach, using data analysis. The sample was intentional including 7 specialists in validation and evaluation of Primary Care. The instrument consists of indicators of usefulness of the Joint Committee on Standards for Education Evaluation, adapted to the context of the “Self-Assessment of Improved Access and Quality of Primary Care”. The agreement among the experts on relevance, representativeness and clarity of the instrument items was evaluated by calculating the Interrater Agreeement and Content Validity Index indices. To analyze the internal consistency of the items, Cronbach's alpha was calculated. RESULTS - The content validity index for the entire instrument presented a value of 1.00, for each item the values were 1, both for relevance and representativeness evaluation and for clarity. For the Interrater Agreement, all items have value of 1 and its set has a value of 1 for both relevance and representativeness assessment and for clarity assessment. The internal consistency was excellent, obtaining an overall alpha value of 0.999. Changes were made regarding certain terms or expressions to improve the clarity of the instrument. CONCLUSIONS - The results showed that the instrument met the proposed objective, the findings of this study demonstrate that the validated instrument can be applied in further evaluations of self-assessment processes and contribute to the strengthening of the self-assessment institutionalization by municipal management, teams and health professionals.
