RESUMO:

Despite the primary care advances achieved in recent years, problems related to access, warm reception of patients, treatment success and care quality have been identified, especially considering the oral health scenario. This study aims to analyze oral health quality in primary health care (PHC) in Brazil and identify associated socioeconomic contextual factors, by assessing the second cycle of the Program to Improve Access and Quality-Basic Care (PMAQ-AB). This is a sectional study that will analyze all the oral health teams in Brazil assessed by the PMAQ-AB. Quality will be measured in five dimensions, each producing a quality indicator: access and warm reception of patients, treatment success, work process, coordination of care and infrastructure. External assessment quality criteria will be selected and assigned to the aforementioned dimensions and weighted by the Item Response Theory (IRT), which considers their power discriminatory. Each dimension will be classified as good, fair or poor and the indicator of oral health quality will be grouped into the five dimensions assessed. The quality of oral health care  will be analyzed in terms of its association with contextual indicators such as  HDI,  per capita income, using bivariate analysis and multiple analysis applying Pearson’s chi-squared test and multinomial logistic regression, respectively, with a 5% significance. It is hoped that this study will contribute to the planning and assessment of oral health-related activities in PHC.
