RESUMO:

The study aims to evaluate the representativeness, clarity and applicability of Joint Committee on Standards for Educational Evaluation utility indicators for verifying Self-Assessment for Improving Access and Quality of Primary Care" usefulness, component of the "Improvement Program Access and Quality of Primary Care "of the Ministry of Health. This is a content validation study that will be held in Natal, Rio Grande do Norte between January and June 2019. The sample will be intentional including 12 validation and evaluation of Primary Care experts and 12 professionals from the Natal Family Health Strategy who answered the Self-assessment in 2018. The instrument will be emailed to the experts in Google-form electronic format. It will be composed by indicators of evaluation credibility; stakeholders involvement; purposes negotiated; explicit values; relevant information; processes and products; timely and appropriate reporting and reporting; concern with the consequences and influence of the evaluation, adapted to the context indicators of of the "Self-Assessment of Improving Access and Quality of Primary Care". The experts will act as judges through the Delphi technique, in 3 rounds, in virtual environment assigning to every item of the instrument a note from 1 to 5 on a Likert scale. Afterwards, a face-to-face round was conducted with the same experts through Nominal Group. The data will be systematized in Microsoft Excel spreadsheet. In order to evaluate the agreement between the experts about the clarity and representativeness of each item in relation to the content studied, the Reliabity or Interrater Agreement (IRA) will be calculated. For each item to remain in the instrument will be considered a minimum percentage of 80% of agreement To evaluate the agreement of the judges in relation to all items will be calculated the Content Validity Index (CVI) that corresponds to the sum of the items who scored "3" or "4" divided by total responses. The total instrument content  will be valid if the index is greater than 0.89. For the analysis of the internal consistency of the items, the Cronbach alpha will be calculated (values equal to or greater than 0.70 will be considered acceptable). After validation, a pilot study will be conducted with a Natal Family Health Strategy professionals sample to verify the instrument. The research was approved by the Research Ethics Committee of Onofre Lopes University Hospital of Federal University of Rio Grande do Norte.  It is hoped that the validated instrument can be applied in later evaluations of the self-evaluation processes and contribute both to the institutionalization of the evaluation by the municipal management, teams and professionals of the Primary Health Care as well as to the technical-scientific basis of these evaluations.
