RESUMO:

With the main objective of inducing increased access and improved primary care quality, the Ministry of Health established by Ordinance No. 1654 GM / MS, of 19 July 2011 the National Programme for Improving Access and Quality Primary care (PMAQ - AB). And believing that studies evaluating the planning of actions in teams of primary care, may favor the process of work, with consequent improvement and strengthening of primary care, became interested in developing this study, whose overall objective is: to analyze the dimensions related to organization of the work process and the planning of actions of primary care teams in the Northeast in the 1st and 2nd PMAQ-AB cycle. This is an observational, retrospective analysis of secondary data. Was used to search the database of the 1st and 2nd PMAQ cycle, the group of teams participating in the external evaluation in the Northeast in the two program cycles with study of variables related to Module II - Interview with professional . health at the health Unit the variables were analyzed using descriptive statistics, using IBM SPSS Software 24.0 and the results were organized and grouped into two dimensions: management actions for organization of the work process of the teams and the planning of actions and the tools used by the teams. The study followed all appropriate ethical standards with approval by the Ethics Committee of the Federal University of Rio Grande do Sul, under the number 21904 on March 13, 2012, and in line with Resolution No. 196/96 of the National Council Health. the results showed the support of management in the organization of the work process of the teams and action planning, providing information for analysis of the situation, with discussion of the data and monitoring information system. In the dimension related to the planning of actions and tools used by the teams, it was observed that the teams surveyed perform planning activities, on a monthly basis. Carry out monitoring and analysis of indicators and health information. As for the self-assessment process, the AMAQ instrument was the most widely used both in the 1st cycle as in the 2nd cycle, being applied by the teams as an organizing tool of the work process. The meetings is at a time of discussion of the work and action planning process, taking place mostly monthly. Thus, the study showed that primary care teams Northeasts Region, develop action planning and organizing the work process with the use of the resources offered by the management, favoring the rethinking of health practices, and contribute to the strengthening primary care.
