SUMMARY:

Latin American cities have had the most serious levels of violence in the world. Development policies focused on continuous economic growth were promoted without resistance, especially in tourist destinations, with the assumption that their success would cause natural positive impacts on society. However, a safe environment is created for tourists, while in spaces frequented by residents, the perception of insecurity prevails. The tourist capitals of northeastern Brazil have seen a strong growth in the rates of Intentional Lethal Violent Conduct in the last two decades. This research has the main aim: to analyze the dynamics of the impacts caused by Intentional Lethal Violent Conduct in the context of tourism development in Natal, based on the perception of risk and fear of the tourism receptive agents. The strategy chosen to reach this objective is to carry out a single case study, as it allows a deepening work of the relationships between these agents, as the phenomena develop in daily practice, based on a literature review based on recent advances in studies of development, and a richer vision of tourism as a booster of human development rather than economic progress. The research will be carried out with the receptive tourism agents in Natal, especially the Tour Guides, as they mediate between tourists and the public place and, thus can be considered as a central social group to the research problem. However, as this is qualitative and dynamic research, there is the possibility that the group that will be analyzed will be expanded during the data collection process. In this sense, data collection techniques will vary – forms, focus groups, semi-structured interviews, and secondary analysis – depending on the needs that will emerge during data collection, in a bricolage format. It is expected that the research results demonstrate how the approached concepts are related and what are the particularities in the context under analysis, with the objective of subsidizing public policies of urban development in tourist destinations.
