SUMMARY:

The thesis project deals with the evaluation of the National Student Assistance Program (Pnaes) at federal universities in the Northeast region, a program that aims to expand the conditions for young people to remain in federal public higher education. Although student assistance is a historical agenda of social movements in education, its recognition as a right only occurred in the 2000s, in the context of the expansion of higher education, through the adherence and deepening of neoliberal ideas in Brazil, which fulfills a subordinate and dependent position in capitalist development. In this scenario, the right to education is being established in a complex and contradictory way, highlighting processes of privatization, commercialization and entrepreneurship of higher education, conforming a productivist, selective and focused logic to the Pnaes. In this way, it is assumed that, predominantly, the evaluation is considered only as a formality to be fulfilled by managers, as a merely technical, neutral procedure, disregarding its political component and compromising the understanding that it is situated in the relationships contradictions between State and society in capitalism. It is conjectured that the Pnaes evaluation has been restricted more to spending control, summarized by quantitative data recorded in management reports, rather than as an element that feeds back into the program's actions and promotes citizenship. The approach to evaluating social policies and programs has its relevance justified because it is a dimension of the process of enabling rights, as it can be a strategic element for strengthening social control, for the democratic management of social policies, for legitimization of programs and projects, as well as for the basis of planning, promoting the improvement and qualification of state intervention in the face of expressions of social issues. A central issue will be to situate the expansionist process of universities located in the Northeast region, in the dynamics of uneven and combined capitalist development, in which the intentional delay of this region was a necessary condition for the development of others, in the search for understanding how this process reverberates in the conducting the Pnaes, especially in the evaluation. In this sense, the objectives of the research are: to analyze the Pnaes evaluation process in federal universities located in the Northeast region; investigate the conception of evaluation that has been hegemonic in the conduct of Pnaes; understand the intentions, techniques, mechanisms and institutional strategies adopted in the Pnaes evaluation; verify the level of participation of the different segments involved in student assistance in the Pnaes evaluation. This is a qualitative research, of a bibliographic and documentary type, which will be conducted using the critical-dialectical method, with the years 2020 to 2024 as a time frame.
