SUMMARY:

Analyzing the living conditions of women in capitalist sociability, based on the particularities of the Brazilian social context, requires an exercise in historical review of the country's founding bases. This is because the reality of women, as well as the set of social relations in which these subjects are inserted, is closely linked to the structures that, for centuries, perpetuate the multiple expressions of inequalities, be they social, economic, political, territorial, cultural. and, above all, gender. As a country built under a violent colonial project, Brazil has developed under an order of domination, an order that feeds back on itself and imposes structural challenges on subjects, especially those who make up the working class. Among these challenges is violence against women and its various interfaces, which permeate relations in the public and private spheres of society. Thus, the relevance of studying violence against women, here with a focus on domestic violence, lies in the concomitance between the unprecedented worsening of this phenomenon and the colossal defunding of resources for social policies for women, especially women. that deal with combating violence. In this sense, the present work establishes as a general objective to analyze the increasing defunding of social policies to combat domestic violence against women in Brazil between the years 2016 and 2022, a defunding that, despite being distant, became more acute in the aforementioned period. With regard to specific objectives, it is important to highlight the analyzes focused on the multiple repercussions of fiscal adjustment in social policies as well as the particularities of conservatism and neoliberalism in view of not only the maintenance of existing ones but also the development of other policies to combat violence domestic violence against women in the country. With regard to the methodological path, the research has a qualitative-quantitative nature, of a bibliographic and documentary nature, therefore making use of theses, articles and other scientific productions that come to make dialogues with the concepts and categories intrinsic to the debate, such as gender, patriarchy, racism, violence and capitalism. Regarding the theoretical framework, we will emphasize authors such as Marx (2015), Saffioti (1987; 2002; 2004; 2015); Harvey (2008; 2022); Iamamoto (2008; 2015); Hirata (2008), Salvador (2010; 2011) and Brettas (2020). Furthermore, in order to understand the defunding of social policies, legislation such as the Federal Constitution of 1988 and Law No. 11,340/2006 (Maria da Penha Law) will be used; government policies and plans, such as the National Policy Plans for Women (PNPM) and institutional reports and documents such as the Multi-Year Plans (PPA), the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA). Finally, it is important to highlight the use, in this research, of tools such as the Integrated Planning and Budget System (SIOP), which indicates the federal government's investments in multiple areas of management, making it possible, therefore, to visualize the budget allocation path for all social policies, including those to combat domestic violence and those to protect female victims.
