SUMMARY:

The dissertation systematizes the results of research carried out with the purpose of understanding the implications of the deepening of fiscal adjustment in the worsening of regional inequalities in the Brazilian Northeast in the time frame from 2012 to 2019. The study had a quantitative-qualitative approach, guided by the historical-dialectical materialism and to carry it out, an extensive literature review was used, in addition to data collection from secondary sources and documentary survey. Along this path, it was decided to carry out an analysis of reality from a total perspective, considering Brazilian regional dynamics, highlighting public policies for intervention in regional inequalities. The study revealed the strong economic concentration in the Center-South axis, with emphasis on the State of São Paulo, with the persistence of regional inequalities in Brazilian socioeconomic formation. In this context, the impacts of fiscal adjustment on explicit and implicit regional policies, with budgetary retraction at national and regional levels throughout 2012 to 2019, directly affected access to social policies by the impoverished population, contributing to the worsening of social inequalities at a national and regional, especially in the North and Northeast Regions, as demonstrated based on indicators of unemployment, drop in income and worsening conditions of food insecurity. In this way, the fiscal adjustment resulted in the worsening of the material conditions of the northeastern population in the 21st century. It is concluded that the budgetary restrictions that limit social policies have a regionally differentiated impact, that is, there is a direct link between the social issue and the regional issue, making it necessary to understand their particularities in each Brazilian region. It is expected that the trends highlighted in this study can contribute to the expansion of knowledge about regional inequalities in Brazil, to the formulation of public policies and to the actions of social movements and organizations that aim to transform the social reality studied here, for to be more fair, equitable and with guaranteed access to social rights, such that “vidas Severinas" are not lives condemned to death.
