SUMMARY:

This dissertation project, entitled "Covid-19 pandemic and health of the black population: a study on the impacts of the pandemic on the quilombola community of Capoeiras, in Macaíba/RN", aims to analyze the implications of the Covid-19 pandemic on the health of the Quilombola population of Capoeiras. To this end, it intends to map and analyze sociodemographic data of the community generated during the pandemic, in the years 2020 and 2021. In this sense, it aims to identify and analyze which public policies were developed to face the pandemic in the quilombola community of Capoeiras and to analyze the resistance strategies exercised by the quilombo in facing the pandemic. It is, therefore, a research guided by the critical dialectical method, with a qualitative approach. It will be done through documentary and bibliographic analysis in physical and virtual media of theses and dissertations related to the theme, published in repositories of federal public universities, as well as articles and books on the platforms of Scientific Electronic Library Online and Google Scholar. It also includes secondary data from documents collected from official banks such as the Brazilian Institute of Geography and Statistics (IBGE), the Unified Health System (SUS), Cadastro Único (CadÚnico), Fundação Cultural Palmares, among other bodies responsible for quilombos in Brazil. For secondary data, the years 2020 to 2021 will be established as a time frame, due to the pandemic period. In addition, a semi-structured interview with a previous script will be conducted with a coordinator of the racial equality promotion policy of the state of Rio Grande do Norte and one of the city of Macaíba, to identify the responsibilities assumed by the administrations regarding the fight against the pandemic in Capoeiras. Four leaders of Capoeiras will also be interviewed to identify the strategies used and how they organized themselves to safeguard the community against the spread of the virus. The analysis of the data collected for this work proposes to have as its north the unveiling of the apparent causalities and effects that, expressed in the particularities of the social reproduction of the remaining quilombo communities, can evidence the production and promotion of health and maintenance of the life of the black quilombola population considering the impacts of structural racism and the action or omission of public power, in the same way, the apprehension of the impacts of the pandemic on their lives is sought. Therefore, the deepening of this theme is relevant, as it poses as a concern and challenge to think about the racism that structures the socio-historical formation of Brazil that directly affects the social question. In view of the resurgence of racism, reactionarism and obscurantism in the Brazilian conjuncture under the ultra-right government of Jair Bolsonaro (2018-2023), and the consequences that processes of reproduction of racism can foster, this study aspires to broaden the debate on ethnic-racial issues. Finally, we consider that public policies in the current Brazilian context of political, economic and health crisis, when formulated and implemented, must urgently consider the context of social inequalities exacerbated by COVID-19, admitting social markers of difference such as race, class and gender, demanding from the State, social protection ensured for the full execution and effectiveness of the social protection of quilombos.
