SUMMARY:

This thesis project is dedicated to analyzing the influences of the multilateral apparatuses of hegemony of the representative capital of the imperialist countries, particularly the World Bank (WB) and the World Health Organization (WHO) and the Pan American Health Organization (PAHO ) specifically, on the health policies of dependent capitalism countries, in the perspective of offering theoretical-conceptual substrates for the formation, performance and militancy of professionals in the area of Social Work and the like, as well as other subjects - individual and collective, in the perspective defense of public health policy and universal health systems, and in particular the Unified Health System (SUS). Its purpose is to analyze the operation of the multilateral apparatuses of hegemony WB/WHO and PAHO, and their recommendations as instruments of imperialist capital in the context of the ultraneoliberal offensive to the Health Policy in Brazil, intensifying the counter-reform process, including strong expressions in Primary Care of Health (PCH). And, simultaneously and specifically, to examine how the process of struggle and resistance on the part of the counter-hegemonic apparatuses linked to the Brazilian Sanitary Reform Movement (BSRM) has been taking place, among which, the Brazilian Center for Health Studies (CEBES), the Brazilian Association of Collective Health (Abrasco) and the National Front Against Privatization of Health (FNCPS). Therefore, it requires using the foundations of Critical Social Theory, to carry out a bibliographical review and document analysis, considered adequate to reveal the offensives to the Brazilian health policy, mediated by the contemporary capitalist crisis, highlighting the new configurations of imperialism and its relationship with dependent countries . It starts from the premise that for countries with a dependent economy, such as Brazil, there are harmful implications for the living and working conditions of the working class, which affect the overexploitation and expropriation of social rights, with strong offensives against the effectiveness of the principles of SUS, especially health as a universal right in the years 2016 to 2022, which comprises the ultraneoliberal governments of Michel Temer and Jair Bolsonaro, given that such governments sought to implement managerial reform and cut health expenditures, retreating in the formulation of PHC reduced to  Universal Coverage, integrating a larger project of generalized commodification of public health services to respond to the crisis of capital accumulation, combines lack of funding and a reduction in expenses in the SUS network with extensive privatization of the SUS, including new contracting modalities with Social Organizations (SO), Public-Private Partnerships (PPP) and the Brazilian Company of Hospital Services (EBSERH), privatizing the management of the public health network, via diversification of the modalities of purchasing private services. Our hypothesis is that definancing, privatization, targeting and selectivity present in the guidelines of the WB/WHO/PAHO, constitute a broader process of capitalist restoration at the national and international level, which faces resistance, led by counter-hegemonic apparatuses organically linked to the BSRM.
