SUMMARY:

The migratory flow of individuals and families has multidimensional causes, which have intensified in contexts of capital crisis. A process that can bring with it distinct vulnerabilities, reflecting a mode of production that intends to obtain higher profit rates, through the intensification of forms of exploitation and the lowering of the living conditions of the working class, generating an increasing contingent of excluded workers. Thus, observing migration as an expression of the Social Question, starting from a discussion with a clipping of the Venezuelan migration Warao – the second largest indigenous population in Venezuela – it is proposed to conduct a study on the living conditions of Warao migrants in refugee situation in the municipality of Natal/RN. To this end, the research seeks to answer the challenges faced by Warao migrants in a situation of refuge in the municipality of Natal; contemplating as specific objectives: a) knowing the Warao, the historicity of their relations and the interests involved in the context of the social issue; b) to apprehend the existing social assistance model for welcoming refugees in Brazil; and c) to analyze the socio-assistance reception of the Warao in the city of Natal and the perception of the professionals of the Unified Social Assistance System (SUAS) about the possibilities of professional intervention that will affect improvements in the living conditions of these migrants. The discussions pointed out here are based on dialectical historical materialism, addressing the historicity of the Venezuelan Warao migration under the use of the method as a means of apprehension of reality. Thus, the relationship of imperialist capitalism is problematized — as a mode of production in its most developed phase — with the increase in the expressions of the Venezuelan Social Question and the state of humanitarian crisis in the country, which directs a greater contingent of individuals and families to the process of displacement, seizing the particularities of Latin American dependence. In this process, brazilian migratory policies are also presented from the Federal Constitution of 1988, highlighting the model of social assistance reception aimed at migrants in a situation of refuge, addressing the welcome operation and the process of internalization as strategies for containing relative overpopulation. Regarding the methodological procedures of research, the approach is the bibliographic and documentary survey, the systematization of observations in a field diary and the conduct of semi-structured interviews, with quantitative-qualitative data collection with the Warao in a situation of refuge welcomed in the Center of Reception and Reference for Refugees, Stateless and Migrant (CARE), locus of this research, and the professionals of SUAS who perform the care and follow-up of these at the municipal level. With this scientific production, it is intended, from the theoretical reflections, added to the analysis of the interviews, to point out from the perspective of the Warao what the greatest challenges faced as migrants in the municipality of Natal intending to collaborate to develop public politics aimed at this public, as well as the improvement of the living conditions of warao migrants in a situation of refuge that when performing the process of forced displacement, they encounter in many cases barriers that are not only related to differences in language and cultural practices, but that are constituted from a comprehensive (more complex) totality, requiring reflective and critical professional interventions.
