SUMMARY:

This study approaches the protagonism of social workers in the context of the pandemic COVID-19 from the perspective of mapping the mediations and concrete answers to the demands placed on the Social Service in face of the terrible living and health conditions of the population that uses the Unified Health System(SUS), which are translated into obstacles to follow sanitary protocols and therapeutic recommendations, from the fulfillment of preventive measures, such as staying home, buying and using masks, 70% alcohol gel, practicing isolation and distancing, among other preventive measures that clash with the profound social inequalities existing in Brazilian society and require strong action from the rights guarantee system, that is, from the Brazilian state, in the context of the dismantling of public services, of the lack of financing of social security policies, and of the accelerated precariousness and privatization of services that translate into fragilities to give quick answers in the moment of public calamity caused by the COVID-19 pandemic, which required effective articulation of economic and social policies as an essential condition to ensure health as a right. This is why, in a climate of desperation, it demanded mobilization, denunciation, articulation and proposition capacity from the health team, particularly the Social Service teams. Thus, this study aims to apprehend, map, and give visibility to successful experiences that translated into strategic articulations with social movements and instances of social control in the Unified Health System that were used by social workers assigned to the Emergency Care Units in facing such problems experienced in the context of the pandemic, which were able to build institutional responses of collective order in health policy to face the demands made during the COVID-19 pandemic in Natal. In this sense, we problematize and give visibility to the mediations that prioritized social participation as a privileged method and strategic axis of professional action for the guarantee and effectiveness of health as a citizenship right. In these terms, the present study has as its central object to seek to answer which strategic articulations with social movements and instances of social control of SUS were used by social workers for the confrontation of major problems experienced in the COVID-19 pandemic in the reality of Emergency Units in 2020-2021? For successive approximations with the object, the research technique to be used is based on qualitative research in the dialectical materialist perspective combining documentary research in documents referring to the articulations of (the) social workers as the Municipal Council of Health of Natal and the Municipal Council of Social Assistance, The results will be submitted to the content analysis technique in order to recover, describe and systematize the experiences to give visibility to mediations aligned to the ethical-political project of Social Service.
