SUMMARY:

The present research will deal with the analysis of the rebates of the precariousness of work in the face of the offensive of capital associated with the COVID-19 health crisis, due to the transmission of the new coronavirus (Sars-Cov-2), the economic, political and social crisis already experienced by the country, which intensify the overexploitation of work and the precariousness of social policies. In view of this, one seeks to understand, from the professional daily life as this conjuncture marked by the pandemic scenario and the fiscal adjustment affect, in their objective and subjective conditions, the work of the whole of workers, and consequently, and consequently, of social service, since it is also part of the working class. Thus, it is intended to analyze the rebates of this precariousness of work for the performance of the social worker together (A) to users, highlighting the analysis of the professional exercise of the social worker in the emergency unit (UPA ) in Parnamirim/ RN in this pandemic period. For this, the historical and dialectical method will be used from the bibliographic review, documentary and field research, with the social workers of this unit, considering the appropriation of quanti-quadrite research. In this direction, the following authors will be used: Marx (1980; 2-10), Mészáros (2010), Antunes (2006; 2020), Druck (2011), Alves (1999), Iamamoto (2005), Guerra (2014), Netto (1996), Castro (2006-207), Raichelles (2017; 2020), Aragon (2017), Matos (2020), among others. Added to this research the analysis of documents and orientation norms published by the CFESS-CRESS set that guide for a critical and reflective practice, as well as the analysis of the legislation that provides the guidelines for work in urgency and emergency; Analysis of the National Emergency Care Policy (2006) and the ordinances in force in order to understand them in this process of intensifying the precariousness of work and social policies, especially that of health, especially after Constitutional Amendment No. 55/2016 which establishes the ceiling of social investments. Thus, it is intended: 1) to analyze the main rebates of the structural crisis of capital to the health policy and the professional exercise of social workers in the Parnamirim Emergency Unit (UPA); 2) Seize the forms of precarious work in the Parnamirim Emergency Unit (UPA) in pandemic time, which focuses on the quality of service of the user population; and 3) analyze the ethical and technical conditions mediated by competences and attributions and the reorganization of the work of social workers in view of the changes determined by the pandemic. Therefore, it is expected with the results obtained from the research to understand the limits, possibilities and resistance faced in the professional performance of the social worker, in this context, for the viability of rights, and also for the quality of the services provided.
