THE INCREASE AND RECURRENCE OF SELF-PROMOTED VIOLENCE IN PARNAMIRIM/RN IN THE CONTEXT OF THE FISCAL ADJUSTMENT AFTER THE 2016 COUP

SUMMARY:

The present study starts from the discussion about self-harm - cases of self-mutilation, suicide attempt and suicide - that occurred in the city of Parnamirim/RN, in the current conjuncture of deepening neoliberalism and fiscal adjustment. Directed by neoliberal policy since the 1990s in Brazil, the fiscal adjustment has ruthlessly usurped the public fund, satisfying the interests of big capital, fiercely in the post-coup period. A contemporary reality is outlined, permeated by precariousness and precariousness in living and working conditions, by setbacks in social rights, by the worsening of the social issue, suffering and psychological illness, dismantling of social protection and health equipment, in addition to the resumption of of conservatism in dealing with mental health. Given this scenario, the general objective of the study proposes to analyze the increase and recurrence of self-inflicted violence in Parnamirim/RN in the context of fiscal adjustment and in the post-coup period, with a view to highlighting the factors that are contributing to the triggering of this reality, in for its transformation. As a result, the specific objectives include: a) understanding the expressions of fiscal adjustment in the increase and recurrence of self-inflicted violence in Parnamirim; b) identify the factors that most contribute to the increase and recurrence of self-inflicted violence in the population of Parnamirim; and c) apprehend the operationalization of the Mental Health Policy in the face of the increase and recurrence of self-inflicted violence in Parnamirim in the post-coup period. The time frame comprises the period from January 2016 to April 2022. To apprehend the object in its entirety, the research is based on the historical-dialectical materialist method, which will be developed from bibliographic reviews, documental and field research, with a quantitative-qualitative approach. The bibliographic reviews will cover analytical categories such as: structural crisis of capital, neoliberalism, fiscal adjustment, public fund, financial capital, psychological suffering, mental illness, mental health policy and self-inflicted violence. The documentary research guided by previous scripts, by type of document analyzed, in order to capture the elements that involve the situations of self-inflicted violence in Parnamirim, in the post-coup scenario. Field research will be carried out through semi-structured interviews aimed at professionals who work in the Municipality's mental health policy, aiming to capture their understanding of the operationalization of the policy through self-inflicted violence. The study will be submitted to the Research Ethics Committee and the data analyzed using the Content Analysis technique.
