SUMMARY:

This study aims to analyze the black youth right to the city through the resurgence of racism in Brazil. It is based on the racial issue, and in the assumption that the actions of capital expropriation in the withdrawal of rights, in an alliance with the State, expropriate, primarily the black population, the economic and social conditions for its full development, also depriving that population of freedom. The World Charter for the Right to the City, stablishes that “all people should have the right to a city without discrimination based on gender, age, race, health conditions, income, nationality, ethnicity, immigration conditions, political, religious or sexual orientation”. However, the non-Right to the City is imprinted on the precarious conditions of housing, mobility and access to education, health, sports, culture and leisure tools. The urban issue in Brazil has a racist and segregationist character, which takes as a criterion the conditions of gender, class and race. Since 2013, from the June Journeys, we have identified the growth of the organized right wing in Brazil. This process culminated in the impeachment of President Dilma Roussef (PT) in 2016. Racism, previously veiled, started to be deliberately authorized by a white, privileged and ultra-conservative elite. This process led Jair Bolsonaro to the office of head of state, with a much broader project that combines economic ultraliberalism and political-cultural reactionism. The political project of the State under Bolsonaro's command instigates hatred towards women, towards the LGBTQI + populations, and intensify the racism in the country. The necro politics and the total dismantling of the social and labor rights of the working class are also effective. The present investigation, based on the critical dialectical method, aims to apprehend and analyze the intensification of racial inequality that affects, above all, black youth in Brazilian cities. We will also analyze the actions of the State in relation to the racial issue and the forms of resistance of black youth in confronting racism to guarantee their right to the city, through documental and bibliographic analysis of the Youth Statute (2013), of the Statute of the City (2001), the anti-crime package (2019), and documents issued by the Zumbi dos Palmares Foundation.
