SUMMARY:

The project in question aims to outline the paths concerning the research proposal in ways to support the path enabling the achievement of the proposed objectives. The theme of the research proposal is the privatization of the Unified Health System (SUS) in the context of counter-reform in the Brazilian State. The aim of this study is to problematize and analyze the foundations that support the hegemony of Civil Society Organizations (CSO) in health and their particularities in the oncology sector in the city of Natal/RN. Therefore, it is intended to identify and analyze the main trends of “public-private” partnerships in health, in the counter-reform process of the State; analyze how the privatization/outsourcing of SUS is expressed through the CSOs that work in the oncology sector in the city of Natal; and, apprehend how social control has been carried out through the inspection bodies of these institutions. The method of analysis is the historical-dialectical materialist formulated by Karl Marx, this choice was made from the apprehension that this is the appropriate method to apprehend and analyze the concrete social reality, making it possible, from its categories, to capture the object in its historical movement and scrutinizing its relationship of constant transformation reaching its essence through successive approximations. The chosen instruments consist of literature review, document research and semi-structured interview. Data analysis will be done using the content analysis technique. It is observed that the health privatization process has deepened and assumed various expressions, negatively impacting the life of the working class. It is hoped that this study will add to the existing critical research on the subject in the area of Social Work, as well as produce knowledge that can support the struggle of the working class against the dismantling of social rights, and health in particular.
