SUMMARY:

The mercantilization of Brazilian education policy, which began in the context of the 1964s, was guided by the logic of openness to private initiative in the provision of educational services, based on a discourse of quality, ease, and practicality. In the transition from the 1960s to the 1970s, the process of crisis of the capital and the definition of strategies to recover its profit rates was consolidated. This crisis, according to Mészáros (2011), will affect central and peripheral countries as a result of the "activation of the absolute limits of capital. The 1990s were marked by the consolidation of neoliberalism and the implementation of the counter-reform of the Brazilian state, bringing implications for social policies, among them the education policy. The promulgation of the Law of Directives and Bases for Education (LDB) in 1996 contributed to the expansion of private initiative in the offer of higher education courses, as well as intensified the process of reform of Brazilian higher education, in line with the neoliberal adjustments and the guidelines/agreements signed with the World Bank and the International Monetary Fund. The general objective of the proposed research is to analyze the production of Social Service knowledge about the commodification of higher education in Brazil. And the specific objectives: to problematize the contribution of Social Service to strengthen the struggle in defense of public, free and quality education; to identify the theoretical perspectives that guide the production of knowledge of Social Service about the commodification of higher education in Brazil; to analyze the implications of the knowledge produced by Social Service about the commodification of higher education in Brazil for the ethical-political project of the profession. The methodology adopted is based on the critical-dialectical perspective, which has as its basic principle the analysis of the social totality and historicity. According to Marx (2010), history is formed by continuities and discontinuities, where developed societies are the starting point for understanding less developed societies, considering the social, economic, political and ideological determinations that interconnect them. We will use the methodological resources of bibliographic research, documentary research, and the State of the Art technique. The proposed research is important because it will bring contributions to the debate about the theoretical bases that are being used and the implications of these for the formation, exercise, and political organization of the professional category, as well as the collective struggle of the workers in defense of a free, quality, and public education. Research on the knowledge produced by the Social Service related to the commercialization of higher education is indispensable, considering the contemporary scenario of the Brazilian education policy, in which we can observe: the deepening of the expansion of higher education offer in private HEIs (on-site or distance), the merger of large educational companies maintained by multinational investments. In addition, the public HEIs have been suffering the consequences of the deregulation of the tripod teaching, research and extension.
