SUMMARY:

The State has its centrality on the exploitation of man by man, and the comprehension of it is also an understanding of how power is exercised in the history of society. The main objective of this Doctor’s dissertation is to analyze the current role of the state to the intensification of work precarization, specifically, at the Hospital Universitário Onofre Lopes – HUOL. To do so, we delimited three specific aims: understanding the role of the State to the capitalist mode of production, analyzing the particularities of the formation and performance of the Brazilian State and identifying how the current configurations of precarious work are expressed to HUOL professionals after the transfer of its management to the Empresa Brasileira de Serviços Hospitalares - EBSERH. Consequently, we rely on the critical-dialectical method of interpreting the reality, as we understand that events in the world of men must be explained through history and as we acknowledge that social reality is dynamic, contradictory, and impermanent. This research is of a bibliographic, documentary, and empirical nature since we refer to bibliographic studies by authors who discuss the central categories of our analyzes: State, capitalism, and the precarization of work. We conducted face-to-face, qualitative interviews with twelve HUOL workers and a public employee who works at the university campus of the Universidade Federal do Rio Grande do Norte - UFRN, totaling thirteen interviews, analyzed using the content analysis technique. The interpretation of our research data indicated that there is a tendency of the State to disrupt the stability of the public employee through the outsourcing of public services, as a way of intensifying the domination of the working class and making the targeting of the public budget to the finance capital more flexible. Our analyses have revealed conflicts triggered by the coexistence of workers with different labor ties and, therefore, different labor rights, which makes labor-management difficult and incites competition among the working class. We identified that the increase of job insecurity at HUOL, today, is not only due to different labor ties, but also the new organization of work carried out by the business logic of EBSERH, which intensifies the loss of the sense of work, especially for federal state employees. Thus, our considerations point to the progressive loss of autonomy of public service workers, subjugated by the power structure of the Brazilian State, and to the crumbling of the real essence of work: giving meaning to human life through the construction of identity.
