RESUMO:

This research has as its thematic emphasis the climate crisis and the market-mediated solutions to its confrontation. Among the outputs orchestrated by the dominant sectors is the carbon credits market, whose movement focused on the commodification and financialization of nature, transforming a concrete need into a new market niche, that of environmental services. The carbon market exposes the limit of market-mediated sustainability and the fundamental contradiction of the concept of development, which in capital is synonymous with economic expansion. Thus, it is assumed here that sustainable development in capitalist sociability is structurally unreachable, since it necessarily feeds on the unsustainable relationship with nature that is reflected in social inequality, the exploitation of labor and the private appropriation of all. wealth produced. The general objective of this research is to analyze the process of financialization and commercialization of nature, from the creation of the carbon market. To this end, we define as specific objectives, analyze: how is the trading of carbon bonds between the central and developing countries; the ideological construction of green capitalism and its strategies of capital accumulation; the mediation of the Brazilian state with the carbon credit market; the productions that synthesize the international debate on the social and environmental issue and its contribution to the ideological legitimation of the environmental services market. In this way, we will analyze its genesis, consolidation, normative regulation, and the economic and ideological interests involved in the carbon credit market, also increasing Brazil's particularity. Thus, we will analyze the international and national regulatory framework, laws, resolutions, treaties and agreements, as well as the thematic productions of reports resulting from research, organs and entities such as IPCC, UNEP, MCTIC, UN, Climate Observatory, World Bank, made public, from 1970 to 2019, among others. Besides them, the productions of Brazilian social and environmental movements that deal with this theme. The theoretical basis of the work will be based on the contemporary critical productions of the Brazilian Social Work, as well as related areas, which deal with the social and environmental issues and / or transversal themes. However, we will critically dialogue with other productions, to confront perspectives of analysis of this theme. Thus, our research expresses the nature of a qualitative, bibliographical and documentary study.
