RESUMO:

This dissertation addresses the expropriation in the Vila de Ponta Negra (Natal-RN) as a central point of analysis.  The field in question has important particularities that give relevance to the study, because it is in this territory that we were able to analyze the phenomena of primary expropriation and the transformation of the territory not only into an urban area but also into one of the most lucrative spaces for investments of financial real estate capital and tourism.  These together with the state now expropriate working class rights in order to expand their profit.  In this sense, the study proposes to historically analyze the process of occupation of the neighborhood of Ponta Negra and the peculiarities of the Vila de Ponta Negra; to understand and analyze the strategies of expropriation of real estate capital and the living conditions, working conditions and political participation of the residents.  We raise questions concerning the valuation of space and how much the exchange value of housing for capital overlaps with the utility value.  We also highlight the contradictions of the Right to the City in legislative terms as they conflict with the right of private land ownership assured by the State and hegemonic controlled by the elite.  Such contradictions reflect in the daily life of the residents of the Vila de Ponta Negra, because they had their lands expropriated being forced to change their profession and a whole dynamic in the way of production and reproduction of their lives.  In addition, the permanence of this people in the territory as well as the continuity of a singular culture becomes synonymous with challenge, struggle and resistance.  Thus, to apprehend the maximum of determinants about our object of study we are guided by historical and dialectical materialism.  We conclude that the transformations resulting from urbanization reflect the class struggle and the logic of the ruling class has been operating in the face of collective law with multiple consequences.  However the city pulsates for a radical transformation and the overcoming of capitalist sociability.
