RESUMO:

This research project proposes to perform an analysis about the practices of institutional
violence that directly affect the sexual and reproductive rights of women who use the
health services of the third health region of the State of Rio Grande do Norte, with
specific objectives characterizing the expressions of this violence in the field of
women's sexual and reproductive rights, to identify the relations of power / knowledge
that are based on the relationships between health professionals and users, and to
analyze the political direction of the State Health Council in face of the
institutionalization of violence practices in the area of Cheers. Institutional violence is
understood here as a structural phenomenon committed by state organs and agents,
through authoritarian, moralistic, negligent and hierarchical practices, which together
violate fundamental human rights. The study is based on the understanding that, in the
area of health, the conservative / neoconservative political-practical ideology strongly
affects the sexual and reproductive rights of women, and contributes to the
dissemination of practices of institutional violence, as well as to the maintenance of
monogamous-capitalist-heteropatriarchal order, responsible for relegating women to a
peripheral and inferior position in class society. This scenario makes it difficult for
women to gain access to services and rights gained through the organization and
demand of the feminist movement and social movements, adding to the worsening of
women's disease processes, in face of disciplining, medicalizing and moralizing their
bodies. In the context of the SUS, even with the achievement of the National Policy for
the Integral Promotion of Women's Health (PNAISM), which defends the idea of
reappropriation of bodies, sexuality and the free exercise of sexual and reproductive
rights, SUS the lack of visibility about the various manifestations and impacts of
institutional violence on the lives of women, being absent in academic productions in
general the point of this phenomenon as a public health problem. Thus, this proposal of
study has a qualitative character, and will use the method of dialectical historical
materialist research, for understanding that the conception of history used in the Marxist
tradition is a guide for study, examination and investigation of social phenomena,
enabling successive approximations with the conditions materials that determine their
existence. From this understanding, it is necessary to carry out bibliographic,
documentary and field research. For the documentary research, at first the minutes of

meetings, monsoons and recommendations of the State Council were chosen, where a
guiding script will be used. It is intended to conduct semi-structured interviews with
women who experienced manifestations of institutional violence in health services, in
order to give voice to their life histories and trajectory in the health services, to
characterize the expressions of this violence from the influence of neoconservative
ideology on the life of the victims. In addition, we consider the need to conduct a semistructured interview with a representative of the State Health Council, considering that
the instances of control and social participation constitute the arena of disputes, which
may, depending on the correlation of forces, favor the construction of responses to the
social needs of the population, being able to elucidate within the framework of its
guidelines, the political direction adopted and the possible strategies to face the
existence of the problem of institutional violence.
