RESUMO:

This study seeks to capture and map the main manifestations of the institutional violence practiced against women victims of sexual violence within the scope of Brazil’s Public Health Care System as known as SUS, from cases of sexual crime against women practiced in Parnamirim, Rio Grande do Norte. Institutional Violence means the violence practiced by the State itself, within the framework of institutions responsible for providing public services, such as hospitals, basic health care, schools, police stations, among others. It aims to characterize and classify the way in which institutional violence in the health services of Parnamirim has been presented, distinguishing it from other forms of violence which, in general, comes along with institutional violence. The assumption is that one of the most serious aspects of this type of violence is that it is practiced by agents who are in the service of the State and should be concerned with safeguarding the citizen, guaranteeing a service which should be humanized, preventive and restorative. Thus, its purpose is to discuss the causes of institutional violence in the current context of the SUS, and aims to elucidate and make visible the phenomenon of institutional violence as a public health problem. Therefore, it seeks to evidence institutional violence against the victim of sexual crimes, seeking to identify possible relations between questions related to precariousness, structural insufficiency of services and sociocultural issues. It consists of a qualitative research that combines bibliographical, documentary and empirical research. The bibliographic research will approach the entire study, based on concepts and theoretical foundations about the theme in discuss. The documentary research will be carried out through the analysis of the discourses about cases published in the newspapers related to cases in the state of Rio Grande do Norte, data from the SUS’s ombudsman reports (state and municipal reports) and consult the records on cases attended at Divino Amor Maternity Hospital, in Parnamirim, which will be selected from the cases that became judicial processes in the 2nd Criminal Court of Parnamirim, in which there was some evidence of institutional violence. After analyzing the medical records, we will select the cases that present a delay to some measure, procedure and / or registration that indicates institutional violence, searching to conduct a guided interview with the respective users.
