RESUMO:

This research project results from the interest of expanding and deepening the reflections about the operationalization of the socio-educational service due to the practice of an infraction by adolescents. We intend to analyze the process from the sanction that determines the Socio-Educational Measure (MSE) will be imputed, specifically those that are fulfilled in open means, until its conclusion in municipalities located under the Jurisdiction of the District of Tangará / RN, Agreste Potiguar region, which are : Boa Saúde; Senator Eloi de Souza; Serra Caiada; Sítio Novo and Tangará. In this context, the research proposed here has as general objective to evaluate the effectiveness of the process of operationalization of the Socio-educational Assistance in Open Environment in municipalities in the Agreste Potiguar region. The choice for the above mentioned spatial clipping is due to the observation that the practice of an infraction has been analyzed mainly from the reality of the great urban centers, which may favor the idea that such a problem occurs only in these contexts. When we recognize that the practice of an infraction is one of the expressions of the social question, we understand that it spreads to all society that is founded on capitalist logic, although it may occur more markedly in large urban centers - where the social question arises In a more radicalized way given the level of development of the capitalist system - is not restricted to them. Of the six socio-educational measures foreseen in the ECA, four can be fulfilled in an open environment and, among them, two must be fulfilled through the carrying out of continuous activities that need a process of technical accompaniment to take effect, they are: Community Service Rendering (PSC) and Assisted Living (LA). Our study will specifically consider the fulfillment of these last two measures since we understand that the evaluation of the technical follow-up, necessary to fulfill them, will allow us a more detailed analysis regarding the responsibility of the adolescent, as well as the realization of the rights of these subjects . To collect data will be carried out in addition to bibliographical and documentary research, semi-structured interviews with the judge responsible for said region and technical team that operationalize the socio-educational process in the cities surveyed.
