RESUMO:

This project aims to analyze the proposals on abortion topics presented and debated in the Federal Chamber of Deputies from January 2005 to December 2016, with a view to identifying their refutations for the construction of integral attention to women's health. As methodological procedures, a mixed-focus research is proposed, articulating quantitative and qualitative data in the perspective of complementarity, of a bibliographical and documentary character, where mainly the bills and constitutional amendment projects presented by the Chamber of Deputies will be used. Respect of abortion. The period from 2005 to 2016 will be considered, years after the creation and implementation of the National Policy of Integral Attention to Women's Health (PNAISM, 2004). This study can contribute to the understanding of the political-institutional scenario, in which are the set of relations between the State and Society in the elaboration of the public policies inserted in the logic of the present society (a bourgeois democracy, marked by neoliberal policies) , In addition to emphasizing the relevance conferred on women's health by the Legislative. It may also provide subsidies for professional practice in the area of women's health, insofar as legislation directly affects the practice of all professional categories involved in politics; For women, insofar as it seeks to identify obstacles to the debate on the decriminalization and legalization of abortion in Brazil, and can be used to qualify women's social movements; And finally, to advance the quality of abortion care in the health services by demystifying the prejudices around the practice, showing its legal character and its importance for public health. The initial data indicate 47 proposals presented in the Chamber of Deputies from 2005 to 2016 and no law passed, signaling to a stagnation in the decisions regarding this important public health issue due to the controversy that permeates the debate.
