RESUMO:

The research project's purpose is to investigate the expansion of the Continuous Cash Benefit of care nature, for the disabled person, incapacitated to work, and the elder, aged over 65, who have no means of provide for their own support or having it provided by his family. This happens in the contemporary context of capital structural crisis and the worsening of the terms of the social question, with growing unemployment enlargement of poverty. Given this situation, social welfare policy expands through income transfer programs and benefits, taking centrality in the Brazilian social protection system in a condition of regressive transformations in the State, to take budget cuts in social policies. The study is based on a critical vision to grasp the object of research by the social historical determinations of the capitalism, in age of crisis. The analysis runs through the conforming elements of the changes in the working world, before easing situation of employment contracts and decrease in formal employment, deprotecting populations have access to retirement provided for by the pension plan and turning them into potential applicants for Continuous Cash Benefit. In this context, the study aims to analyze the coexisting relationship between Continuous Cash Benefit and data from Economically Active Population (EAP), revealing the problem of absence of formal work combined with increased Continuous Cash Benefit, and the repercussions in the Brazilian social security system. From a methodological point of view it provides for a qualitative and quantitative research working with secondary and primary data coming from foundations and government officials platforms.
