SUMMARY:

Currently, at least two modalities of public water policies converge in the territory of the Semiarid Region, namely: “Combating Drought” and “Living with the Semi-Arid”. The first consists of applying actions and measures from the perspective of social and economic development through hydraulic damming and water storage solutions. In turn, the second takes place through the main understanding that drought is a climatic characteristic, and that it has to live with it from implementations, for example, of social technologies adapted and able to the characteristics of the semi-arid climate. However, each one has its own historical reason and specificities, but in many cases with complementarities. In this sense, in the study area of this research, the reality is not so different. It is a public federal irrigation perimeter, built in the 1970s by the National Department of Works Against Droughts for the settlement of farmers and installation of irrigation equipment, which aimed to boost the irrigated production of fruits, vegetables, vegetables and grains. However, due to state negligence, water scarcity and, consequently, political discontinuity, this location currently converges more strongly with coexistence policies, which aim to ensure the distribution and access to water for productive purposes and human consumption. However, despite the divergence and convergence of these policies in the space-time studied, the need for continuous state support is still notable, to enable peasant families to remain in their place of living. Thus, the main objective of this research is to discuss the role of public water policies in guaranteeing access to water in the Sabugi Irrigated Perimeter, located in the municipality of Caicó, Rio Grande do Norte. To this end, the specific objectives were: to characterize access to water and public water policies in the Semiarid Region; discuss the implementation process of public water policies in the Sabugi Irrigated Perimeter and; analyze the conditions of access to water in the study area. In view of this, the present writing was based on the method that contemplates the qualitative essence of the research, based on the adoption of the following methodological paths: i) bibliographical survey and bibliographical review; ii) survey and systematization of primary and secondary data; iii) carrying out fieldwork.
