SUMMARY:

The present work analyzes the two policies of access to land implemented in the municipality of Florânia / RN: Agrarian Reform, which is conducted by the National State through the National Institute of Colonization and Agrarian Reform (INCRA), and the other, currently coordinated by the Federal Government's Special Secretariat for Family Agriculture and Agrarian Development (SEAD), called Agrarian Market Reform, which has the support of the World Bank (BM). These are two actions that discuss access to land and, consequently, a possible improvement of life for the population involved. Thus, this research aims to analyze which of these land access policies (the Constitutional Agrarian Reform and the so-called Agrarian Market Reform) has enabled the development of the rural population they serve in themunicipalityofFlorânia/ RN, in a period that extends from the year 1998 to 2019. Through bibliographic research, statistical data research and field research, this study is being developed in order to systematize the dissertation work in three chapters: in the first, an approach is presented on the concepts of development and rural development, as it also discusses public policies created for the Brazilian countryside. At this stage, we seek to debate these concepts, since these policies can be considered as important instruments used in the search for development. In the second chapter, the objective is to apprehend the functioning dynamics of the two policies of access to land existing inBraziland inRio Grandedo Norte, in the context of rural settlements. In the third chapter, we seek to map the performance and the spatialization of the Constitutional Agrarian Reform and the Agrarian Reform of the Market in the municipality of Florânia / RN, as well as to identify, by means of a comparison, which of these land access policies was most effective with regard to promoting development and quality of life for the population in question, in a period ranging from 1998 to 2019 (period in which all the settlements were built in that municipality).
