SUMMARY:

The regional networks of repositories are part of the Brazilian Network of Institutional Repositories of Open Access Scientific Publications (RIAA), created by the Brazilian Institute of Information in Science and Technology (IBICT). Through the collaboration of practices and experiences in their regions, they intend to expand the Open Access pathways in Brazil, based on the repositories implemented and managed by Higher Education Institutions (IES) and research institutes. This research sought, with a view to Knowledge Management, to propose strategies to promote the consolidation of Communities of Practice among repositories networks in order to promote the sharing of knowledge and good practices for the development of repositories in Brazil. As specific objectives, the research sought: 1) to characterize how knowledge is shared in international and Brazilian repositories networks; 2) to identify people, groups and institutions likely to form Communities of Practice with the regional networks of repositories in Brazil; 3) to detect the possible actions, practices, services and products of sharing and integration; 4) to identify strengths, weaknesses, opportunities and threats for the cultivation of the Community of Practice among regional networks of repositories in the country; 5) to propose a model of phases and actions to support the cultivation of the national Community of Practice. The research is characterized by qualitative approaches. In this way, bibliographic research was carried out to conform a theoretical framework, documental research on websites of international and Brazilian networks of repositories to identify the existence of services and products that allow sharing of knowledge in Communities of Practice and a survey of data through semi-structured interviews with network managers and a sample of participating professionals. A content analysis of the interviews was carried out based on six defined categories fundamentally related to the ways of sharing knowledge within and between networks. From these analyzes a SWOT matrix was created to identify strengths, weaknesses opportunities, and threats for the cultivation of the Community of Practice. Wenger, McDermott and Snyder's (2002) five-phase model for cultivating Communities of Practice was used to support the proposal. Among the main results, it was identified that the communication between among the networks and the IBICT was carried out in a punctual way and considered insufficient; that among the five networks, only one had a structure of collective construction with its members in all phases of elaboration of actions until the decision making; the need to encourage more effective communication and exchanges between networks, to effectively meet the definition of a network as a link made up of points that connectto each other; that despite being reported discomfort about the need for greater approximation by IBICT, there is the recognition that IBICT deals with the same difficulties as professionals in their institutions, with cuts in investments and lack of personnel contracts. The research proposes a five-phase model (Prepare, Launch, Expand, Consolidate and Transform) with recommendations that include diagnosis of regional networks of repositories; action plan for cultivating the Community of Practice; holding events to share experiences; creation of a web platform for sharing information from regional networks of repository; standardization of documents (bylaws, policies, etc.) among others. It is concluded that knowledge networks are one of the relevant expressions of knowledge management and that communities of practice, as a manifestation of knowledge networks, can effectively contribute to the production, conversion and transfer of knowledge and good practices useful for the context studied here of Brazilian repositories networks.
