SUMMARY:

The theme of this study is to discuss information management, legislative information and access to information (democratization). And, for this, it highlights the following problem: how can the management of legislative information contribute to the institutional functioning, aiming at access to the bills of the Legislative Assembly of Rio Grande do Norte (ALRN)? The general objective is to understand how the management of legislative information can contribute to the institutional functioning, aiming at access to the bills of the Legislative Assembly of RN. And, the specific objectives are: to present the processes/flows of access and transparency of the bills of the Legislative House; as well as verifying the adequacy of management information systems regarding the management of legislative information; in addition to evaluating the issue of transparency and access to information regarding the bills; and, finally, to propose actions that can be implemented for access and transparency of bills. In the theoretical context, it presents a literature review with emphasis on Information Management, and the theoretical models of Information Management; in addition, it addresses the Access to Information Policy, and access to Legislative Information, as well as Information Transparency with a focus on the Access to Information Law. The methodology begins by presenting the locus of the research – Legislative Assembly of Rio Grande do Norte. Subsequently, it describes the characterization of the research, as an applied research, with a quantitative-qualitative approach and classified as a case study. According to the objectives, it is a descriptive and exploratory investigation. The population studied will be formed by parliamentarians (deputies) from the State of Rio Grande do Norte, with mandates in force in the current legislature, which correspond to twenty-four, who will answer a structured questionnaire with open and closed questions, based on the procedural model of management of the information proposed by Choo (2003); in addition, the focus group will be used, in order to discuss and validate the information collected through the questionnaire, also legitimizing the intervention proposal. And, the analysis of the data took place through a statistical resource, generating tables and/or graphs, to help the understanding of the data; as well as content analysis will be used for qualitative research data.
