SUMMARY:

Building maintenance management in public and private organizations frequently faces a lack of structured tools that allow for an accurate diagnosis and strategic planning of their assets, resulting in operational inefficiencies and wasted resources. In this context, the main objective of this work was to develop and validate a minimum viable product (MVP) of Software as a Service (SaaS) aimed at evaluating and increasing the maturity level of the maintenance function. The research is classified as applied, qualitative, exploratory, and descriptive in nature, adopting as a technical procedure the development of a technological solution based on the literature of asset management and performance indicators. The development methodology used a Full Stack JavaScript architecture, structuring the diagnosis into 16 evaluative dimensions and integrating it into an engine for automatic generation of action plans based on the 5W2H tool. The results achieved include the consolidation of the technological artifact and its preliminary validation through a pilot case study in the Federal Court of Rio Grande do Norte (JFRN), demonstrating the tool's ability to identify management gaps and structure prioritized improvement roadmaps. It is concluded that the proposed solution enables the transformation of the maintenance of a reactive cost center into a data-driven strategic management model, promoting cost-effectiveness and institutional sustainability.
