SUMMARY:

This dissertation investigates the application of emerging technologies in public administration, specifically focusing on the challenges of modernizing budget and financial management at the Regional Electoral Court of Rio Grande do Norte (TRE/RN). The research problem highlights that the Budget and Financial Planning Section (SEPOF) faces critical structural limitations, marked by staff shortages and dependence on manual processes fragmented across complex systems such as SIAFI, which results in work overload and risks to decision-making speed. The general objective of the study consisted of developing OPTIMUS AI, a high-fidelity prototype of an intelligent virtual assistant (chatbot), designed to automate the handling of recurring demands and enhance support for budget and financial management. Methodologically, the research is characterized as applied and qualitative, grounded in Design Science Research (DSR), articulating document analysis and participant observation for precise modeling of functional and non-functional requirements. The prototyping stage utilized Figma and Manus AI tools to simulate fluid interactions in natural language, rigorously incorporating digital accessibility guidelines (WCAG 2.1). Within the scope of innovation management, the study integrated technological development with Public Value modeling, employing collaborative Design Thinking workshops at the Innovation Laboratory of the Regional Electoral Court of Rio Grande do Norte - Alzira Inova - for validation and refinement of the technological artifact. The results present a conceptually validated solution that demonstrates how the virtual assistant promotes the democratization of access to technical information, reduction of rework, and strategic alignment with Resolution No. 615/2025 of the National Council of Justice (CNJ). It is concluded that OPTIMUS AI constitutes a viable and scalable incremental innovation, capable of strengthening the culture of transparency and administrative efficiency in the Electoral Justice system.
