SUMMARY:

This study investigated the influence of factors related to Financial Condition Theory and the Tiebout Hypothesis on migration flows across the Brazilian states and the Federal District from 2010 to 2022. The research adopted a quantitative approach and used data from the 26 Brazilian states and the Federal District, obtained from official sources such as the Brazilian Institute of Geography and Statistics (IBGE), Atlas Brasil–IPEA, and the Brazilian Public Sector Accounting and Fiscal Information System (SICONFI). The dependent variable was the Net Migration Rate (NMR). Variables associated with Financial Condition Theory included Current Liquidity (CL), Operating Position (OP), Long-Term Obligations Indicator (LTOI), and Per Capita Expenditure (PCE). For the Tiebout Hypothesis, the Human Development Index (HDI), Gini Index (GI), and Gross Domestic Product per capita (GDPpc) were used. The analysis was conducted through multiple linear regression with panel data, employing fixed-effects and random-effects models according to the specification tests, with
standard errors corrected using Arellano’s robust method. The results indicated that the variables associated with Financial Condition Theory did not have a statistically significant influence on the net migration rate. In the model related to the Tiebout Hypothesis, only the Human Development Index (HDI) showed a positive and
statistically significant effect, suggesting that states with better health, education, and income conditions tend to have a greater capacity to attract population. In the integrated model, no variable remained statistically significant. It was concluded that interstate migration flows in Brazil are more strongly associated with factors related to human development than with the financial indicators of state governments. This study contributes to the literature by integrating Financial Condition Theory, the Tiebout Hypothesis, and migration flows at the state level, while also providing insights for the formulation of public policies aimed at population attraction and retention.
