Public transparency during Covid-19 pandemic in Rio Grande do Norte municipalities.

Public transparency is advised by several legal instruments that, among other things, determine and require the disclosure of government agents activities. In this context, the study of transparency is very relevant when considering a practice whose level of application does not reach the desired level. Knowing a large part of researches has been carried out in stable periods, the present study proposes to investigate the relationship between the levels of disclosure and transparency observed in Potiguar municipalities in the context of the Covid-19 pandemic and their determining factors. Therefore, it is intended to investigate the fulfillment of transparency portals of the 167 Potiguar municipalities regarding the legal instruments in force through the form used by the MPF. Subsequently, an analysis of the Municipal Transparency Index (ITM) and explanatory variables will be made. For this, the research uses a quantitative and descriptive approach and proposes the tobit regression model to investigate the coefficient of relationship between these explanatory variables and the ITM variable.
