SUMMARY:
The popularization of entrepreneurship linked to innovation, economic impact and small businesses was a response to the needs of capital to restructure itself due to the accumulation crisis, mainly after the 1970s. The contradictions of this popularization, as well as the expansion of concepts surrounding entrepreneurship is also supported by the actions of the State, subsumed under capital, and the emergence of institutions that work to maintain a production model that is not responsible for the misery it creates. Therefore, this work aimed to examine and expose the State's movement aligned with the interests of capital related to entrepreneurship and the ways of encouraging it. These were starting points, as the tradition of studies based on historical materialism, as followed in this study, teaches us that as research progresses, the object can gain layers and dimensions that will only be apprehended when pursuing its movement. Not surprisingly, the paths explored led to the relationship between entrepreneurial practice and SEBRAE with the concept of the Entrepreneurial State. In view of the above, the main objective was to prepare a critique of SEBRAE's recent actions in the face of the Entrepreneurial State. We propose an analysis of the notion of an Entrepreneurial State and its contradictions, as well as investigating how SEBRAE is structured, internally and externally, through its objectives and areas of action. From the discussion of the Entrepreneurial State, it was clear that this name reflects the movement to expose the State as the main investor in innovations that, although they occur with public resources and structures, are privately appropriated. With regard to SEBRAE, the institution is both the result of the Entrepreneurial State, and also serves as its arm in maintaining the capitalist mode of production to the extent that, since its conception, it has served to support national capital, entrepreneurial ideology, masking the capital-labor relationship and confusing the class struggle. Finally, it appropriates public transfers for private purposes that do not contribute to improvements in the living conditions of the working class.
