SUMMARY:

The implementation of Brazil’s National Solid Waste Policy (PNRS) remains marked by asymmetries, institutional fragmentation, and limitations in infrastructure, state capacity, and coordination, which hinders the adoption of appropriate waste management practices and increases socio-environmental risks. In light of this scenario, this dissertation aims to analyze the implementation of the National Solid Waste Policy in rural contexts in order to propose an analytical-operational framework to guide the adoption of innovative and environmentally responsible waste management practices. To this end, the research was structured into four interrelated articles. The first analyzed Brazilian academic production on solid waste management in the fields of Administration, Public Administration, and Business Administration, based on theses and dissertations from the CAPES Catalog, identifying trends, methodological approaches, and research gaps. The second examined the interactions between solid waste management and the Sustainable Development Goals in light of decision-making processes, institutional structures, and institutional dynamics in rural contexts through a narrative literature review. The third assessed the implementation of the PNRS in an empirical rural context located in the Território do Mato Grande, in the state of Rio Grande do Norte, exploring the relationships among municipal management, local waste management practices, and community participation, based on 18 semi-structured interviews analyzed with the support of Iramuteq software. The fourth systematized determinant factors for the adoption of innovative and environmentally responsible solid waste management practices in rural areas, based on content analysis supported by ATLAS.ti, using the same set of interviews. The results indicate that solid waste management in rural areas depends on the articulation among institutional and financial capacities, operational service conditions, sociocultural mechanisms of adherence, and circular solutions that are viable within the territory. They also show that the implementation of the PNRS in rural areas cannot be reduced to the mere provision of infrastructure, requiring intersectoral coordination, social participation, institutional learning, and adaptation to territorial specificities. The findings further reveal that the limited integration between public authorities and communities, together with service discontinuity and the fragility of educational actions, constrains the consolidation of sustainable practices and reinforces precarious patterns of waste handling. It was also observed that the effectiveness of public responses depends on the ability to articulate planning, funding, community engagement, and permanent mechanisms for monitoring and adjusting implemented actions. In this sense, the dissertation demonstrates that solid waste management in rural areas requires territorially sensitive approaches capable of recognizing local heterogeneities and integrating institutional, operational, socio-environmental, and cultural dimensions. As its main contribution, the dissertation proposes an analytical-operational framework grounded in multilevel governance, circular economy, and responsible innovation, offering a diagnostic and guiding basis for the formulation and implementation of more sustainable practices in rural contexts.
