SUMMARY:

Technology transfer plays a central role in the so-called “third mission” of universities, alongside teaching and research, being fundamental for innovation, competitiveness, and economic development. In the Brazilian context, this process has been driven by public policies such as the Innovation Law of 2004 and the Legal Framework for Science, Technology, and Innovation of 2016, which established guidelines to strengthen cooperation between universities, government, and the productive sector. Despite regulatory advances and the significant growth in intellectual property generation within federal universities, challenges remain regarding the low efficiency of technology transfer, institutional inequalities, and the predominance of symbolic results over effective commercialization practices.

This study aims to analyze the efficiency of technology transfer in Brazilian federal universities and to understand the role of institutional policies in this process. The research is structured into three articles. The first consists of a systematic review of international literature, covering 128 articles published between 1995 and 2024, identified in the Scopus and Web of Science databases. The results reveal the continuous growth of publications on the subject, highlighting five main axes: performance and efficiency, facilitators and barriers, organizational strategy and culture, institutional resources, and transfer processes. A predominance of quantitative methodologies was also observed, such as Data Envelopment Analysis (DEA) and multiple regressions, in addition to the relevance of factors such as scientific output, internal policies, the presence of Technology Transfer Offices, and human capital.

The second study focuses on analyzing the innovation policies of Brazilian federal universities, based on institutional documents, using a content analysis approach. Grounded in the Resource-Based View and Actor-Network Theory, the study identifies similarities and differences in the adopted guidelines, revealing that although most institutions already have formal policies, their practical application remains limited. The third article empirically evaluates the efficiency of technology transfer in federal universities and the impact of institutional policies, through the application of Data Envelopment Analysis (DEA) and regression.
